Parking Brake on '70 PA32-300 not working

I recently purchased a '70 PA32-300 and the parking brake worked. Now when I pull the parking brake lever towards me it has no pressure or resistance nor does it engage the brakes. Any suggestions? During the pre-purchase inspection the mechanic noted "hand brake leaking" so this may be a brake fluid issue. Thanks for any feedback on how to troubleshoot and repair.
