Panel Instrument Lights

Im recycling my 76 PA28, replacing plastics, some instruments and etc. Noticed the Instrument panel lights only works on the right panel but not in the left one.
Are these lights inside the instrument or attached to the panel frame? In that case, replacing the panel frame will be a good way to fix it?
