Pa32-300 weight in excess of 3112??

Been reading the POH for newly acquired pa32-300 while it gets a makeover....

This one puzzles me:

"when seventh seat is used, all weights in excess of 3112 pounds must be in fuel weight only. Fill tip tanks first and use fuel from main tanks first. "
.
I don't understand the condition of the seventh seat being used or not. So if I don't have the seventh seat then I can load with less fuel and more cargo? And why so specific about 3112? What if I remove all the seats?

Cam someone make sense of this for me?
