This old bird is such an interesting thing.  It turns out that the turbocharged versions of the Aztec come factory equipped with the extra check valve, which is why it looked like a factory job.  It is the OTHER side that is wrong, the side with only one check valve.  That doesn't help me, since unfortunately the side with two is the one acting up. 


Pulled the electric pumps for overhaul.  Both have "Assembled Q3 1973" stickers still on them, so I doubt they've been touched since new.  Man are overhauls expensive!  I asked the manager about it over the phone today; he said it was the cost of parts.  Must be some pretty good parts ......
