New interior panels

Finally looking to do the interior panels on my PA-28-140. I did the carpet & seats several years ago & put off doing the panels. I’m going with airtex again & i’m looking for advice on how to exactly line up the fuel selector valve & air vent holes ect. for cutting. Also, any advice on a particular tool that with give me a nice clean cut for the holes. Thanks.
