Individual congresscritters routinely submit goofy bills that never go anywhere.  This is just another one of those.  In fact, it's not the first time Rep Fattah has introduced a bill along these lines, and none of the previous iterations got even the tiniest amount of traction.  There's nothing different about this one to think it'll go any further.
