Nav Lights Pop Breaker

I just purchased a 73 Challenger and the previous owner had issues with the nav lights popping the breaker. He had his mechanic fix the issue before I took delivery but the problem has returned. I called the previous owner and he said that the mechanic could never really find the cause, it just started working again. Any suggestions on where to start? I have pulled both of the nav lights on the wing tips and did not see anything. My thoughts are to remove the bulb one at a time to try to narrow down which circuit has the short.
