I am simply saying that the work load is high and on top of it you have to assume that the other pilot that already acknowledged the runway assignment decides to come to your side.

I have re-read that sentence a number of times and I still don't know what your point is. If you are saying you have to assume the other aircraft is going to do what they said they would do that is crazy. It reminds me of that line "Trust but verify". If that's not what you are saying just ignore that opinion. In this case it appears the Cessna couldn't have done much based on the the hit from behind. If the Cessna had been TCAS equipped he would have been given a RESOLUTION command that might have saved him, but that system is not commonly installed on a simple single engine slow aircraft.
