Magneto key position order R-L ( instead of L-R ?) P-28-161 Cadett

I am a bit confused (with my 6 flight hours why the Magneto Key switch is in the sequenced OFF-R-L-BOTH...

(instead of the more easier to remember L-R-BOTH sequence)

hint: I have heard something in the direction of hand propping...

any clues?
