Low rpm at run up, unless I lean the mixture

Recently I am having to lean to get my rpms to 2000 for my magneto check and then take off roll. In the past, full mixture would always result in above 2000 rpm. I am going to have my mechanic take a look at it. Any thoughts from you guys as what might be the problem?

Seems like when I aggressively lean during ground operations while taxiing to the run up area, it sometimes works ok. I think my plugs are becoming gas fouled. It's been about 25 hours, since my last plug cleaning.
