Leaking Thru-Bolt? Lyc. O-360

appears that a thru-bolt is leaking at the base of the bolt. It’s under cylinder 2, on the bottom right side of the cylinder.

Lycoming O360 a1a on our Comanche.
Was overhauled in ‘09 and has 1200 hours roughly.
Our mechanic said he tried to carefully tighten today and it wouldn’t budge.
What’s the options here?
