Question:
Every piper I've flown, at least that I recall, had the bar set up such that you pull it, putting flaps down, without use of the button. The button was only needed to raise the flaps. So on a typical landing scenario, click, click, click to full flaps, no need for the button.
On mine, I have to push the button to lower flaps. Any change in flaps, up or down, requires the button to be pressed to unlock.
My dad has a 68 180D and I flew a 59 Comanche 180 for a while - those are my two primary comparisons that stand out to me. My airplane is a 74.
Did they change this as the years went on?
