Instrument lights high and low

Our beloved 1964 Pa-28-235 has a panel switch for hi and low instrument lights. The low is really low and also most unusable and the high is really high. Is there a better way?

Anyone use a rheostat? Is there a legal conversion?

I also saw under the panel what looks like a resistor . It seems to be pretty tired and beat up (51 years old!). Any idea if that is part of the issue and where I can find one if so?
