how to torque nuts when installing a carb on an O-360

My mechanic and I are installing a new carb on my O-360 powered PA-28.

The torque spec is 204 inch-pounds ... but there is not way to get a torque wrench to the bolts.

Any tricks?

My mechanic says he just tightens my hand ... but I would prefer to torque to the correct value.
