High fuel pressure

Every once in a while my '73 28-180 shows high oil pressure right after startup. It's always just below red line at 8PSI. It always settles back down to the 5-6 PSI range during run-up. Turning the electric pump on and off has no effect. This has happened 3 times over the past 6 months.

Any ideas what's going on? I was thinking maybe it was a stuck relief valve, but I don't see one of those in the fuel system diagram in the parts catalog.
