As far as I understand, the legal requirement for an IFR GPS is just to keep the navigation data up to date. On Garmin, does that mean that someone could subscribe to just US or Canadian nav data for US $299/year and be fully compliant?

I don't plan to do that myself (I'd like obstacles, at least, to be up to date as well), but I'm curious about the minimum cost of compliance for a pilot who didn't do cross-border flying.
