Gap Seals make Cherokee Six safer?

I’ve purchased a Cherokee Six 300 and I hear that she’ll drop like a rock with the throttle closed.

Will aileron and flap gap seals help make this a safer plane in the pattern or in an emergency (eg engine out)?

Just want to prioritize performance upgrades and it sounds like gap seals are a sound first investment. Agree / Disagree?
