Fuel Sump Check Valve Seized?

Thanks for any help. New to this forum and have searched problem without any luck. 1966 Cherokee 140 has leaking fuel check valve under right wing. Tried a few times to drain fuel and flush with no luck - leak always comes back. Bought new Curtis valve and went to replace but seems old valve is locked in . Did not want to put too much pressure into it turning and rip valve creating bad tank, etc, etc . Assume to remove you turn counter clockwise as with most things? Assume you remove the valve "pin" (cross bar that you push fuel check glass against) and put on 7/16 ratchet socket to open. On torque wrench what would you consider too much pressure? What would you use to try to break free? What do I do next? Thanks for any help!!
