Flaps slow to retract

I was preflighting an Archer II today when I found that the flaps would take about 4 seconds to retract from full/40° to 25° but retraction from 25° to 10° and 10° to no flaps was instantaneous as usual. The spring was weak, I assume? As a solo student pilot, I cancelled the flight and told the club. I didn't want to have stuck flaps on a go-around, for example. Would you have flown anyway? What do you think was the problem?
