FCC radio license fees

When I fill out the FCC license application the following are the fees they want to charge:

PAAM 1 NE $70.00
PAAR 1 NE $100.00

if I answer the following:
Request Type: Regular
Is the applicant exempt from FCC application fees? No
Is the applicant exempt from FCC regulatory fees? No
---------

Is this correct? Are we exempt from either the application or regulatory fees as private owners, Part 91 sole possesion?
