Engine hesitation at 1300rpm

So I'm a lucky one and get the hesitation between 1300 and 1500 rpm. I've read this is the range where the carb switches from the idle circuit to the main circuit. I just recently installed new tempest massive plugs..urem38. I had champion urem40 im there. Now my plane runs a little rougher and the hesitation seems more pronounced.

So two questions...can a lower heat range cause a slightly rougher engine? Now its not really rough it just sounds more poppy...and number 2.. How to get rid of the hesitation? We are going to check and adjust the mixture this weekend so maybe that will help but I'm used to it. But passengers im sure feel uneasy when it hesitates passing through that range. This is on a o-360-a4a.
