ELT 345 Install - 337 or not?

I removed a Narco ELT 10 and installed a Artex ELT 345 utilizing the same ELT assy mounting location and Antenna Holes.

I spoke to my IA inspector to schedule a Field Approval and was told because replacing a TSO for a TSO part and utilizing the same mounting a 337 nor a Field approval would be necessary. Not sure I 100% agree so here for opinions or experiences with other FSDOs.
