Just got out of my first annual which went great, except for two weird electrical issues. My panel lights don't work, unless you first turn them on with the rheostat, then turn on the avionics master. After that, they can be turned on or off and dimmed with the rheostat, regardless of whether the avionics master is on or off.

Second issue is pitot heat, which only works if the engine is running, and then only gets warm, not hot.

A&P is perplexed and thinks it might be bad wiring. Anyone seen anything like this before?
