Cygnet steering yolk

Looking to upgrade my steering yolks with a Ram’s horn style for my 140. I came across a 180 in the shop that had a beautiful set of leather wrapped steering yolks from a place called “Cygnet”. I asked the the tech that did the install about cost, & of course they’re expensive but what really floored me was the install cost he quoted me of $1600 bucks. He claims there’s a long procedure to go through for the install approval, regarding the conversion kit that comes with the yolks. Anyone know anything more about that? ( $1600 not happening)
