Cherokee main axle spacers question

Currently in an owner assist annual and me and A&P pulled the main wheels to inspect and repack bearings as well as replace both tires. We noticed that one side had an additional spacer that the other didn't. Looking at the parts diagram below, one wheel had two (2) number "2" spacers and one side only had one (1) spacer. The one with two spacers had one on the inboard side (as shown in the diagram), and one on the outboard side between the nut "59" and outer bearing. The other side only had the spacer on the inboard side and the nut was snug against the needle bearing. So, do we need two spacers per wheel/axle or is the nut supposed ride up against the needle bearing?
