Cherokee 160 Front Wheel Shimmy

My 63 Cherokee 160 has a shimmy in the front wheel that my mechanic can't seem to chase down. It mainly happens just after touchdown as I am aerodynamic braking and using the rudder pedals. Once I apply the brakes it goes away. We have checked the linkages for tightness, the damper is full of fluid and has no play, the rigging was checked for cable stretch and the main gear links just had the shims replaced for too much side to side play. Any suggestions?
