Can't adjust seat back

My Dakota POH says the seats have three positions: normal, intermediate and recline. However, the small handle located where the seat back and bottom come together does not move. I only have a dial to release the seat forward to access the back seats. Any idea why I can't adjust my seat back? It's been like this on both seats since I bought it.
