I've had the prop looked at by 2 IA, a prop shop and hartzel and they are all in agreement that this is very minor and nothing to even worry about and that the repair is ok and considered minor dressing that ANY a&p can do and due to the small size has absolutely no impact on performance, longevity or balance of the prop. They also all agree that nothing is required or should be done to any of the other 2 blades and that applying the bit of touch up will also not be of any consequence to asthmatics or balance.  So I'll take their words (especially hartzel) that all is fine so as far as I'm concerned this case is closed for me.
