Belly Strobe vs. Tail Beacon

On my 1968 PA28-180 I have a belly strobe which flashes once per cycle and a red 'beacon' light on the top of the tail that flashes 3-4 times per cycle. I do not have strobes on the wing tips, just the nav lights.

My question: Can I remove the belly light and remain legal for VFR/Night/IFR?

I believe the answer is YES based on my reading of 91.205(b)(11) and 91.205(c)(3) and I intend to ask my A&P next time I see him, but figured it wouldn't hurt to tap into the collective knowledge of the group here.
