Are ADSB squawks codes verified with Mode C in the FAA compliance reports?

Does anyone know if the compliance reports created through the FAA email request procedure, validate the Mode C transponder squawk with the ADSB echo?
If not, how does the ADSB-R unify the two targets and rebroadcast them as a single target?

My ADSB does not seem to be echoing the Mode C squawk consistently. Sometimes it does, other times not. It's the FreeFlight RANGR and uses the "sniffer" method rather than the directly wired digital squawk code from the transponder.

Thanks for any thoughts.
