Archer Engine Break-In Fuel Consumption

A club PA28-181 recently had cylinders overhauled by a local A&P. The engine presently contains mineral oil, about 9 hours on this change.
While we adhere to his furnished operating restrictions & recommendations during break-in period,
multiple pilots have recorded abnormally (very) high fuel consumption - 12 gallons per hour - during normal CHT's & flying conditions. Refueling data confirms indicated fuel flow.
The a/c has been since been inspected for fuel loss, primer tube, etc. No leaks.
My question to this community: What fuel consumption should be expected following Top OH?

And, does Lycoming publish specifications for the process?
