Always replace tire and tube together?

If you have a flat from a puncture, would you ever just replace the tube, or always replace the tube and tire together? I just had a flat and replaced both tube and tire, but the tread was still in excellent shape on the tire. I just figured that $125 is pretty cheap insurance for any potential problem from the puncture, but maybe I wasted the money?
