1973 Cherokee 140 Fuel Cap ??

I’m currently restoring a 1973 140. Noticed yesterday while cleaning/looking over the a/c, that I’m missing what appears to be a rubber membrane from the cap vent??? I could not find anything online representing this. My A/P is out of town for a couple of weeks. Any suggestions???
To be more specific, the small Red piece in the center of the cap, one cap has it, the other does not.
