1969 PA28-140 Stuck Starter

Went to take a flight today only see no engine would not start. It would try to crank, but turned the prop a quarter turn or less. Thought my battery was low, so I used my "emergency" external booster auto booster. No luck. after a few more tries, I gave up and decided to let the depleted battery rest. I then tried to simply turn the prop from a vertical to a horizontal position. That's when I noticed the starter solenoid did not disengage from the engine. I tried tap it loose, but not luck. Anyone have any experience with that?
